you mean the card? Can it chose a card that hasn't been played yet (for example, althing is the 3rd card to be played by artezil, can the weather card target althing?)

My bad then, Last time I tried, I believe I success to target a card played but not activated at the time I target a card.

I'm going to assume there is no longer an in game method of obtaining Return of fair weather either.

Yup, it was during the farmville event (or other people might remember it as the "translation error that made most of the clans to spend feez just to stay at 2nd and 3rd place to get mythical keizan but on other langauges only the 1st place would get it" event).

Althing + Archmage Artezil = infinite revival unless someone it. Not to mention playing it as first card... Enjoy having it copied every fight. That is one of rare occasions where I'll just straight out leave the game.
