Does this not work on the turn it's activated? I feel like I play this without the initiative, and everytime the enemy can still chain.

If it doesn't work on the first turn, then it's pretty worthless.

It only works after it's activated, your opponent selects and plays their cards before it enters the game, so it can't stop a chain that is already occuring. Same goes for , and forcing 's order with , etc
Use it when you know you'll be able to manipulate the battles so that your opponent selects/has to select the character with Pitch black feather, such as playing it on Daijin or one of the kage's when your opponent has odd initiatives.

Yea, but it only lasts 2 turns, not fights. So you would have to play it when you have initiative, and then hope the enemy picks that same fighter again...this is only likely against people who aren't paying attention or if that's your last character alive.

This makes it feel incredibly situational and like a really bad dissidence. Unless it applies to all characters on the board and isn't required to be in combat to be active, but I haven't been able to 100% test that theory. That would mean I could play it on my turn, with initiative, and then in theory stop any opponent from chaining the next turn (let me know if someone can confirm/deny this).

You're right, it is fights. Guess I read it wrong. It's still a little awkward to use, I might replace it with something else.

is similar to but is much better..

is good to used on turn 1 since it can last up to 3 turn from that point if you want to limit your opponent.
