i gathered exp to my cards but it says:your cards can only evolve once you h@@@ave progressed in the game?
also why i can't customize my deck and why the lobby has just store,play,community and help choices and why i can't customize my deck???

You have to unlock the ability to evolve your characters.

I also found this to be the case and was confused.
You level in two ways.
First, your person. You personally level up. Next to your portrait you can see your level and your exp. As you level up you unlock new adventure quests and also abilities, such as the ability to level up/evolve your characters.
Second, your cards. Your cards level up, not just your characters, but also playable cards from your deck. Sometimes in order to level up a character (one of the three you fight with) you will need to max our their exp and also combine them with an item card than has max exp. For example the Nehantist Inquisitor needs to have max exp and the inquisitor's shield with max exp to go to level two.
I do not remember exactly what level you need to be before you card level up/evolve your cards, but it's lvl 6-8. Keep playing it's a fun game!
