That is true. Also, by the new rules of turns and the way cards activate, the character on the most left side will get hit, ALWAYS, if the same thing happen again.
Conditions are always checked from left to right, starting from the row of the player who has the initiative.
Also remember, characters are randomly placed in either middle, left or right, at the beginning of the match.
Conclusion: The target is not randomly chosen, it'll be always the one on the left, if the condition of all the characters are the same, cause left one is checked first, then conditions are met, then condition ends.
