Well, don't I feel foolish.

Most such things (sacrifice, etc) are maximums, and I read it as such every single time. Only once did it trigger for more than 3 Yeah, no bug, and may I just say, if the load on my Abara deck wasn't now over 1000, that's pretty damn sick... I could have often pulled 12 or more.
