Watchmaker and basic characters

I know when some characters were transferred to Basic format non-basic card requirements to evolve them were removed. However, do Basic character who needed Watchmaker/Apostle of Destiny for last evolution still need them?

I seem to recall that all characters don't need Apostle or Watchmaker anymore.
