Why the Luck Orb is discarded after use?
It goes to the discard pile after fight.

The card has not changed.
The "permanent" effect was a bug.
The effect triggers as soon as the card is played and activated.

the lucky orb isnt permanent anymore, and the bonus gold isn't earned if you don't kill the enemies with initiative :/

The bonus is triggered by the fact you play the card.
What the point to have it permanent ?
