Help to restart !!!!

First thing, sorry for my english but I couldn t make a post in my language forum I don t know why....
Anyway, after 1 year I d like to play this game again but I have no idea which decks work now. If i play i d like to play at high levels. my question is: which are the strongest decks now and not too expensive? how much should I play in real money to get a decent deck?
