Wanted! nerfed/bugged?

just noticed that wanted is acting different than it used to and the wording is different. the way it's worded is confusing and I'm not sure how it's supposed to work now and keep getting it to where it doesn't reduce stats at all.

each time the opponent equipped with wanted! plays a card, the next battle he gets -1 def & spirit for each card played
