my opponent had 5 cards turn 12, played 2 that turn and didnt kill me
he finished that turn with 3 cards on hand and 0 in library
turn 13 (and no recycling) he kills my character (now with 1 card in hand, 0 library)
is this working as intended?
Im still new to the game but I believe Ive lost many times when I was in the same situation.
thanks for reading

yes, its normal, its how the game worked from the start
in that case, if you donot die in the 13° turn you win

Re: no cards to draw...
It is indeed working as intended.
The rule is : "If you can't complete your hand at the beginning of a turn, you lose the game unless you've killed all the opponents."
So in the case you mention : turn 12, he drew enough cards to complete his hand so it's normal. At turn 13, he can't complete his hand so he had to kill your remaining characters or he would have lost at the end of the turn.

Re: no cards to draw...
well that's not true, you see five card means no draw thus he still have a chance.
[edit: my bad]
turn 12: 5 cards, no draw, used 1 ~ 2 card used [you survived]
turn 13: 3 cards, draw invalid, deck [0] exempted[1] [you were killed "characters = 0"]
turn 14: fight invalid, there is no opposing character to fight [he won]
if you survived
turn 12: 5 cards, no draw deck [0] exempted[1] , 1 ~ 2 card used [you survived]
turn 13: 3 cards, draw invalid, deck [0] exempted[1] [[you survived]
turn 14: 3 cards, draw invalid, deck [0] exempted[0] [you win]
[but then]
In a situation you were able to pull out of a card from discard area or from hand to be filled your deck library its a bit confusing, some times they can play some time they cant. I'm still observing it.

The first situation you described was what happened.
Behal didn't read the situation properly. (he started with 5 t13)
