its might be the format of the picture, is it jpg, gif, png... that too matters specially for quality of the image

almost forgot you need to also consider the resolution of your image, since its pixels per inch, if you got a low resolution as a small image when stretched out the quality of the image will be lessen causing block of pixels that will enlarge
